The renderer loads the first time you use it and is cached afterwards, so later diagrams appear instantly and keep working offline.

Yes, after sanitizing. Scripts, event handlers, iframes and javascript: URLs are removed before anything reaches the page, so it is safe to paste a document from a source you don't control.
